INTRODUCTION
The Local Development Management Program (LDMP)
is an LGSP-assisted project that aims to support people-responsive
and need-focused governance. Since the Local Chief Executives (LCEs)
are the front liners in the promotion and delivery of this people-responsive
and need-focused governance, it is deemed necessary that an intervention
program be addressed to the LCEs themselves.
In
the preparation of the Executive Agenda, the core team, together
with various national line agencies and departments of the Provincial
Government, conducted consultations with some sectors of the society.
It is done among those who shall be directly affected and benefited
by the present program of the local government so as to enhance
the planning process and ensure the protection of public welfare
with due sensitivities to the different cultural and spiritual values
of the society. The Draft Executive Agenda was then enhanced during
the training of the local chief executives, including the Provincial
Governor, sponsored by LGSP in Manila.
The Executive Agenda (CY 2001-2004) hopes to embody
the development agenda for the province coinciding with the term
of office of the incumbent provincial leadership. This will serve
as the operational framework and guide in implementing interventions
and strategies that address the needs of the constituents.
Chapter
2 is the Situationer, which depicts the salient features of
the Province in terms of geography, political subdivisions, population
& income, major economic activities, major issues and concerns
and positive development trends.
Chapter 3 spells-out
the vision for development together with its attendant goals
and strategies.
Chapter
4 lays down various Programs and Projects under the 7-Point
Agenda of the present administration for all sectors in order to
address the felt needs of the Province.
Chapter
5 talks about the structure of the Provincial Government, the
most prevalent available services, and the effectiveness of the
delivery of these services. Capacity development requirements intended
to strengthen the capability of her workforce and to increase the
income of the Provincial Government and enhance the management of
the on-going economic enterprises of the Provincial Government are
also discussed here. It is believed that these particular interventions
will uplift her income and will increase her capacity in extending
services and assistance where they are most needed.
Chapter 6 discusses
on the additional efforts that ensure acceptability and sense
of ownership of the Executive Agenda by all sectors of society.
Beforehand, the departments under the Provincial Government and
the national line agencies conducted pre-evaluation workshops based
on the 7 Point Agenda vis-à-vis existing development requirements
as contained in existing development plans.
Chapter 7 tabled
the three-year investment program with due consideration to
Key Result Areas (KRAs) and the doable targets of each sector for
the given period. The programs and projects are segregated according
to the fund sources as follows: For Local Funding, Foreign/National
Projects with Local Funding, and Foreign/National Projects.
