Due to the division of the province into two (2), there is a drastic reduction in the Internal Revenue Allotment (IRA) for Zamboanga del Sur for year 2001 which will cause deficits to its treasury and the Province' financial capacity to implement major programs, hence a need to re-align and streamline the provincial offices to reduce the cost of administration.

On the other hand, not all of the Local Special Bodies are totally functional so that these have to be strengthened. It is likewise necessary to conduct consultations, dialogue with various stakeholders, and strengthen the existing institutions through training programs and capability building activities. Intensive information dissemination, public consultations, meeting, dialogues and community outreaches will be consistently pursued as well in the future.

At present, the organizational effectiveness is depicted in the following sub-topics:

STRUCTURE

As a local government unit, the Province is made up of 19 offices with distinct functions and responsibilities, as follows:

The creation of Zamboanga Sibugay has brought complications in the Province' present personnel complement. As of June, 2001, an overwhelming number of staff that totals to 4,024 persons are employed with the Provincial Government- 1,762 have permanent positions, 8 occupy temporary positions, 619 are contractual employees, 74 occupy elective and co-terminus positions, 1,534 are casual employees or have job orders and 24 are consultants.

As of July 31, 2001 or within one month of assumption of office of the new Governor, there is a considerable reduction of the Province' work complement to only 2119 or by almost 50%. This is broken down into 1,759 permanent, 15 Elective/Appointive, 62 coterminous, 6 consultants, 13 contract for services, 8 temporary, 147 casual and 109 job orders. However, this has only solved a fragment of the problem of having excess work force. The total number of employees is still way above the maximum ceiling for personal services for LGUs, which is set at 45% budget of the realized revenue of the LGU for the immediate preceding year from the year the budget was made. The factor aggravating the situation is the inviolable stand of the Zamboanga Sibugay Province of accepting only 5% of the devolved personnel from the mother province despite the series of consultations made relative to the matter. The mother Province cannot sustain the payment of salaries of this workforce for a longer period, without jeopardizing the extension of services to the most needy segment of society. It is, therefore, exigent to push-through with the re-organization and streamlining process as a cost-effective measure before the Administration can embark on real developmental works. However, series of studies and consultations are done in order to have the least reduction of personnel and in order to mitigate the impact of the impending displacements of employees.
