SERVICE DELIVERY MECHANISMS

Health Services

The curative health services of the Provincial Government are mainly carried-out by the Provincial Hospital in Pagadian City, the Regional Hospital in Margosatubig and Aurora General Hospital in Aurora. Supporting the curative health services are six other public hospitals that are strategically located all throughout the area. On the other hand, preventive services are lodged in the Integrated Provincial Health Office, which have 42 Rural Health Units and 277 Barangay Health Centers.

While a greater bulk of the Province' resources are poured-out in health services, there are still great challenges relative to the health needs of the people that must have to be addressed immediately. The existing services are not enough to cater to the needs of every destitute populace who generally come from the poorest of the poor level that abound all throughout the area.

The deterrent factors include the insufficiency of the public health units and personnel vis-à-vis the total number of population in need which may be expressed in terms of the number of facilities, equipment, available medicines, transportation, communication and accessibility problems due to deplorable road condition towards the hinter barangays and the available health personnel in the municipalities and the barangays. Moreover, the peace and order situation in some areas, especially in coastal barangays, discourages the personnel to emerge there. In addition, client-based problems also hinder the health program of the government. This includes illiteracy, non-compliance in case management, non-referral of cases and indifference and disorientation of the populace to certain programs of the government due to religious and cultural beliefs.

Despite the hindrances, the achievement of the Province' in terms of the reduction of the Infant Mortality Rate (IMR) from 12.09 per 1000 live births in 1998 to 10.33 in 1999 is quiet laudable.

Social Welfare Services

The Provincial Social Welfare Office cater to the social welfare requirements of the populace which include the care of children and women in need of special protection, who may either be street children, sexually exploited and battered individuals, children under substance abuse or children engaged in child labor.

The Province is likewise concerned of those individuals and families in crisis due to disaster or war and the out-of-school youths, the pre-schoolers and the aged persons. Assistance is also extended to meet the basic needs of families due to sudden illnesses, death or loss of job.

Extended assistance may take the form of direct cash or goods (distribution of food), housing and care. Indirect assistance is in the form of training in order to provide opportunities for socio-economic upliftment of families/individuals and in order to properly manage the effects of crisis and, in child day care services.

Infrastructure Services

The Provincial Government also facilitates the improved mobility in the transport of goods and services. Her infrastructure capacity, under the care of the Provincial Engineer's Office, is limited to the construction and maintenance of provincial roads and bridges and basic infrastructure requirements of the provincial government offices. It also assists component municipalities and barangays in the construction and maintenance of roads by making available for their utilization heavy equipment owned by the provincial government.

Communication Services

The Provincial Communications System provides communication services to all municipalities and barangays within the province. Inter-provincial communication is also possible through this system.

Agricultural Extension

The Office of the Provincial Agriculturist extends agricultural services to farmers in the form of production of high-grade variety rice, corn, vegetable seeds, and, fruit and tree seedlings. It also provides technical services in introducing new technology packages to farmers through trainings, technology transfer and demonstration farms. On the other hand, the Provincial Veterinarian extends services in the form of vaccination of livestock, livestock dispersal and treatment of diseased animals.
