CAPACITY DEVELOPMENT PRIORITIES
Project Packaging, Resource Accessing and Mobilization
As with the other Provinces all throughout the
country, the income of the Province of Zamboanga del Sur is insufficient
to meet all the required development of its area. There is therefore
a need to capacitate a core staff in project packaging, resource
accessing and mobilization and in the management of special funded
projects.
Local Resource Generation
Over the years, records of the collection effort
of the Provincial Government show that the targeted income from
local sources is not attained. This affected the capacity of the
leadership to administer programs and projects intended to benefit
the entire population.
There is, therefore, a need to enforce some measures to turn this
around into a favorable situation by having capacity training on
this aspect.
Management of Economic Enterprises
The Province has initiated economic enterprises
that are not successful. Bureaucratic practices play major role
in the downfall of said projects. Practical management training
to persons handling these projects will aid in viably sustaining
the independent operation and increase of the receipts of the same.
Strengthening of Local Special Bodies [LSB]
One of the concerns is the pursuit of fully functional
local special bodies. This includes the active participation of
its respective members in meetings, conference and decision making
processes. It is to be emphasized that the participation of the
CSOs in LSB is indispensable.
Conduct of Intensive Information Dissemination
and Dialogues
The people have to be informed about the current
thrust and program of the government. It is in the conduct of information
campaign and dialogues that the pulse of the people are known and
first hand ideas from the people as to how the current thrust can
be gainfully implemented according to their needs are either elicited
or freely gathered. In this manner, proper appreciation of the programs
of the government is enhanced while avoiding resentments at the
same time.
