SECTORAL PRIORITIES

The priority programs and projects enumerated below are extracted from the State of the Province Address of the Provincial Governor on July 19, 2001 at BALGU Building, Capitol Compound, Pagadian City. Except for the Development Administration, the priorities are specifically spelled-out in the 7 Point Development Agenda for Year 2001-2004.

Infrastructure Sector

» Infrastructure Program

Provincial roads & bridges:

Concrete paving of primary roads
Asphalt-Concrete paving of secondary roads
Construction of RCDG & Spillway bridges
Gravel surfacing (Macadam) of essential farm-to-market roads
School buildings and classrooms; and,
Intensified rural electrification program by fully energizing the barangays within the province.

Social Services & Development Sector

» Effective Delivery of Health and Medical Services




Modernization of public hospitals;
Establishment of emergency clinics;
Continuing program to provide skills training for medical health workers; and,
Free medical services in public hospitals and clinics with free of charge medicines.

» A Program for the Education Sector

Creating financial assistance to liberate teachers from loan sharks thus uplifting their socio-economic condition;
Provision of highly advanced instructional materials and technology to upgrade our basic and tertiary educational services; and,
Granting of varied scholarship programs for the poor but deserving student.

» Social Services

Varied livelihood projects for youth, women, adult and indigenous people.
Intensify the campaign against illegal drugs; and,
Revitalize the existing barangay health workers and Day care workers by providing them with increased benefits and other incentives.

» Program on Peace and Order

Support to National Unification and Development Program;
(creating Provincial offices for Muslims, Indigenous people, Christian and other interfaith sectors); and,
Strengthening of existing Civilian Volunteers Organization, BPLK, Bantay Dagat, by providing them with increased benefits and other incentives.

Economic Development Sector

» Poverty Alleviation Program

Farmers:
- Implementation of viable livelihood program for economically marginalized constituents;
- Provision of technical and financial assistance;
- Standby credit facilities;
- Revolutionized agricultural modernization program;
- Provision of adequate irrigation facilities; and,
- Provision of farm to market roads.
   

Fisherfolk:

  Address sea piracy through increased visibility of Bantay Dagat patrols;
  Increased incentives for civilian volunteers and Bantay Dagat members;
  Alternative income generating ventures such as seaweeds farming, fish processing, etc.
  Implementation of a sustainable preservation and development program for the province' mangrove areas and other fish sanctuaries.
   
Youth:
  Effective skills training program in preparation for future employment;

  Establishment of a provincial government-initiated livelihood program catering to such skills in the field of small cottage industry ventures, dressmaking, electronics and similar callings;
  Strengthening of existing barangay cooperatives; and,
  Establishment of Provincial Economic Zone.

Environment Sector

» Environmental Programs

-Massive tree planting;
-Rehabilitation and development of fish sanctuaries;
-USUFRUCT and Community Based Forest Management Program; and,
-Solid Waste Management Program utilizing biodegradable waste as organic fertilizer.

4.2.5 Development Administration

» As a cost effective measure, the re-organization of the Provincial Government structure to streamline its operations was already pushed through.
