Pre-Elementary Education
Pre-elementary education in the Province is offered
mostly by the private schools. Some pilot and central schools, however,
offer optional pre-elementary education. Most of the private pre-schools
are established in Pagadian City and in some Poblacions in the municipalities.
The early education for 3-5 years old is being
carried out by the LGUs through Day Care Services (DCS) adopting
Early Child Care & Development (ECCD). The quality of DCS and
the available resources vary widely across the geographical areas,
with urban Day Care Centers (DCC) generally better endowed in the
city than those in rural areas. These are established to make the
children better prepared to tackle formal schooling.
Elementary Education
The increasing demand for elementary education
also consequently increased the demand for elementary education
facilities and services. Despite the inadequacy of the needed facilities
and quality services particularly in the remote barangays, the performance
indicators in public elementary education suggest an improved quality
elementary education in the province. This is attributed to the
implementation of the special projects like Third Elementary Education
Program (TEEP), Program on Relevance of Basic Education (PROBE),
Child Friendly School System (CFSS) under the Fifth Country Program
for Children (CPC V) funded by UNICEF, among others.
The province including Pagadian City School Division
have a total of 37 elementary schools districts with 686 schools
and enrollment of 155,906 for SY 2001-2002. (Table 6-2). In SY 2001-2002,
the public elementary school including Pagadian City met the standard
average teacher-pupil ratio of 1:34 while the public secondary school
has an average teacher pupil ratio of 1:38. (Table 6-3)
On the other hand, private elementary schools found
mostly in Pagadian City have lesser number of facilities and coverage
of service. As of SY 2001-2002, there was only 16 private schools
in the Province. For the mentioned school year, there was only 2,095
elementary pupils enrolled in these schools . (Table 6-3)

At present, public elementary education under the
Provincial Division is administered by 32 school districts. There
are 626 existing and operating schools of which 414 (66.13%) offer
complete elementary and 9 (1.44%) offer incomplete elementary education.
Also, 121 (19.33%) schools offer complete primary education while
82 (13.10%) offer incomplete primary education.
Total enrolment for said SY reached to 131,141
pupils. Of the total 3,549 classes, there are 3,020 single grade
or handled by one (1) teacher per class, 474 combination class and
55 multi-grade classes.
The division wide average of teacher-pupil ratio
is 1:34 in the elementary. There is disparity in teacher distribution
because the number of pupils in some classes reached to almost a
hundred while some have very low than the average at 34. There is
also an uneven distribution of pupil population across grade levels
and across schools. (Table 6-4)

For SY 2001-2002, Pagadian City Division has a
total enrolment of 24,765 in the elementary distributed to 60 schools.
A total of 628 classes is manned by 667 teachers with the average
teacher-pupil ratio of 1:37. As to the participation rate, it increased
by 7% in comparison to the previous school year. (Table 6-5)
