Gov. Cerilles Expounds Significance of Education to Uphold Law and Order

“We cannot wipe the problem through guns and force, the root cause of the problem of poverty is the absence of basic education and the system itself”, this was the statement of Provincial Peace and Order Council Chairperson Gov. Antonio H. Cerilles as he expound the significance of adept access to basic education of the general public to be particular the marginalize community during the Joint LMP( League of Municipalities of the Philippines) and PPOC(Provincial Peace and Order Council) Meeting held at Subanen Hall, Provincial Government Center, Dao, Pagadian City last Febuary 20, 2017.

“We have the wrong system, no matter how much effort has done by the PNP(Philippine National Police) and AFP ( Armed Forces of the Philppines)to fight criminality and insurgency but the problem is poverty”. “We cannot eradicate it with guns and power, we have to look at the root of the problem and the problem is in the area of education” he explained.

He has seen the problem of poor education of the province directly at the LGU funded Zamboanga del Sur Sports Academy as more student-athletes are still unable to read even in high school grade level. This was the reason why the provincial government has to hire more tutors to teach those students in order to cope with lessons and be retained in the academy.

This is the purpose that he gave emphasis to the importance and mobilization of the SEF (Special Education Fund) under the DepEd (Department of Education) to all the chief executives of the LGU’s

to ensure that standard basic education will be delivered to all the constituency in the entire province through adequate and qualified teaching force, sufficient school land/area, buildings and facilities, and all the basic needs for instruction.

The SEF, which can be imposed by provinces, cities, and, municipal governments nationwide applies to all forms of real property such as land, building, improvements, and machinery to improve the area of education.

He also implied the significance of good health and nutrition of the students so that they can actively participate in school activities and can learn and understand effectively for them to be more productive. As he stressed that a student with an emptied stomach,surely cannot comprehend and understand in the teachings and school activities.

“We are guilty of social dishonesty if we refuse to do our share to solve the social problem”. According to him, we cannot solve the problem behind the uprising of the lefties group CPP-NPA-NDF if we always frightened them with force and arms because they don’t understand.

“The more we show force, the more they will never understand, the more they will be challenged, and the more they will say that the government has no solution to the social problem”, he said.

“We have the world’s long running civil war with the NPA, let’s go down with root cause of the problem, and try to remove the root of the problem which is education”, he concluded.
