Pulmones Admin Stands Firm in Implementing RA 9003

The Local Government Unit of Pagadian led by Mayor Romeo “Tata” Pulmones stood firm in the implementation of the RA 9003 also known as the Solid Waste Management Act by filing cases against violators who dumps garbage in some areas of the city and to those who refuse to segregate their garbage from biodegradable and non-biodegradable.

Also, on June 16, the City Government will ban the usage of plastics in markets and groceries including the sari-sari stores through the City Ordinance No. 365-2016.

City Environment and Natural Resources Office (ENRO) Chief Analyn Babayson explained that wet markets in Agora and other stores selling meat and similar items are exempted from the ban specifically for the primary packaging of such products; however she further said that plastics or cellophanes are banned for the secondary packaging in all establishments in Pagadian City.

She added that aside from the plastics, Styrofoam usage is also prohibited in packing foods. “Violations of the Ordinance have corresponding penalties to start from P2,000.00 and higher, and once said establishment reached its third violation, business permits will be suspended for sixty (60) days, and once they continue violating, the City Mayor will be cancelling their business. 

Furthermore, the City Government already placed CCTVs all throughout the major streets and highways as part of the monitoring efforts, and those caught throwing garbage anywhere will be fined ranging from P2,000.00 to 6,000.00 and once they failed or refused to pay such penalties, the City Government will file a case against the violator, Babayson said.

She further said that a monitoring team from the National Solid Waste Management Commission along with the Regional Monitoring Office through the Environmental Management Bureau who checks on the implementation of the RA 9003 by City LGU. Basura Patrollers were also dispatched in Pagadian who roam around the different barangays. “Barangays who failed to comply receives Notice of Violation from the Environmental Management Bureau” she added.

On the other hand, the office of the General Services Office already turned over the responsibilities in the garbage collection to the City ENRO as this becomes a part of the environmental protection and conservation program of the City Government. An ongoing deliberation is also taking place at the Sangguniang Panlungsod to rename the City ENRO to City Environmental Management Office.
