Sangguniang Panlalawigan Acts on Illegal Quarrying of the Province

During the 33rd Regular Session of the Sangguniang Panlalawigan of Zamboanga del Sur, Board Member Maria Fe Pitogo the chairman of the Committee on Environment and Natural Resources delivered her privileged speech in front of the 9th Provincial Board about a letter from concerned citizens about the illegal quarrying operations in some rivers of Zamboanga del Sur. This apprehension pushed her to approach the Provincial Environment and Natural Resources Officer for the said matter and Fortunately, the PENRO replied to the query through a letter.

The letter from PENRO called the attention of the Sangguniang Panlalawigan about the illegal quarrying activities in the vicinity of Guitran and Bucayan Rivers within the municipality of Dumingag, Zamboanga del Sur because it has no permit issued from the assigned agency and based also on the records from Mines and Geosciences Bureau Region 9, there was no area clearance issued in favor to any individual on that area.

Pursuant to Republic Act 7942, also known as Philippine Mining Act of 1995 section 103 and under the Revenue Code of Zamboanga del Sur, the said quarrying operation committed violation on environmental laws, rules and regulations.

Furthermore, the 9th Provincial Board made an accurate investigation about the issue and confirmed that the letter from PENRO was valid, justifiable and subject to action, they immediately passed a resolution asking the Provincial Governor to issue a stoppage order to all illegal quarrying activities in the municipality of Dumingag. The said resolution adapted by the members of the board and approved as Resolution No. 351-2017.

Board Member Pitogo passed another resolution requesting the Environmental Management Bureau and Mines and Geosciences Bureau to cancel any individual applicants for quarrying operations along Guitran and Bucayan River and it was approved as Resolution No. 352-2017. Together with this, was a resolution authorizing the Provincial Governor to apply an industrial quarrying permit so that the LGU will take over the control of all quarrying operations of the province and it was approved as Resolution No. 353-2017.

Lastly, Board Member Belman Mantos as the chairperson on Committee on Peace and Order also raised a resolution to request the Police Provincial Director to established checkpoints along the municipalities of Dumingag and Mahayag Zamboanga del Sur and this resolution was also approved as Resolution No. 354-2017.
