SP Approves an Ordinance for Upgrading ZDSMC’s Health Facilities

Zamboanga del Sur Medical Center, is one of the re engineering program in health services as part of the Seven Point Agenda of the provincial government of Zamboanga del Sur. It is now continuing its pursuit in the fulfillment of their vision of excellence in health care. With its self-supporting and operating status yet income generating economic enterprise which suffices its need to upgrade and improve their health facilities and equipment from own local funds and stands independent from the national government.

The Provincial Health Officer and Chief of Hospital, Dr. Ma. Rovel Blancia, wrote a letter to Governor Antonio H. Cerilles informing that they are upgrading their hospital equipment intended to enhance clinical analysis of the patients through the use of laboratory examinations. They already acquired the Immunoassay Analyzer, an equipment that helps in diagnosing infectious diseases, cardiac analysis, cancer markers and allergy testing. Another is Coagulation Analyzer that could provide diagnostic prevention from potentially heart attack inducing blood clots and ABG Analyzer that is use mainly in pulmonology like asthma and Chronic Obstructive Pulmonary Disease (COPD) and in critical care medicine like kidney and heart failure, uncontrolled diabetes and hemorrhage.

In addition, they also requested the approval of the new rates to be charged to our patients in the performance of the new services and adjustments for other rates in EEG Clinic, Clinical Laboratory, Out-Patient Department, PT Rehabilitation Unit and Medical Records.

Accordingly, during the 20th Regular Session of the 9th Provincial Board of Sangguniang Panlalawigan last November 29, 2016, a letter dated November 17, 2016 from Hon. Gov. Tony Cerilles addressed to the honorable members of the Sangguniang Panlalawigan thru Vice Gov. Ace William Cerilles requesting for an enactment of an Ordinance in response to the letter of Dr. Blancia.

Finally, the motion was presented by Hon. Roque Yamba as Vice Chairman for the Committee on Appropriations and was duly seconded. It was then denominated as Resolution No. 2K16- 196 and it was concurred by the majority of the legislative body and approved as Provincial Ordinance 008-2016.
